A distributor can ship from three warehouses and still let one List I registration lapse because DEA's renewal email went to a buyer who left in the spring. The registration was fine. The record of who watches it was not.
This page owns Form 510 and Form 510a tracking for List I chemical handlers. General certificate clocks across all DEA registrant types live on DEA registration expiration tracking. Controlled-substance manufacturer and distributor renewals live on DEA Form 225 tracking. (General information only - not legal or regulatory advice. See Sources.)
Remindax tracks Form 510 and Form 510a records, expiry dates, reminders, status, owners, and certificate copies you log. It does not submit applications, contact DEA, decide what needs registration, or give legal or regulatory advice.
1. What is DEA Form 510 and 510a tracking?
DEA Form 510 is the first-time application for List I chemical activity. Form 510a is the reregistration that keeps it going each year. Tracking means one record per location and activity: expiry date, renewal-window reminder, whether the 510a is in, who owns it, and where the certificate copy is stored.
List I chemicals are precursors DEA designates because they can be diverted into illicit drug production. Ephedrine, pseudoephedrine, and phenylpropanolamine are familiar examples, and the full list in 21 CFR 1310.02 also includes industrial and laboratory chemicals. Remindax does not classify chemicals. It keeps the dates you already know from going quiet.
1.1 Six fields on a List I registration row
Location and activity
Site address plus manufacture, distribute, import, or export. One row per pairing.
Chemicals on the registration
The List I chemicals the registration covers, as your team recorded them.
Expiry date
The end date on the current certificate. Other reminders count back from it.
Renewal-window reminder
The date your team plans to start the Form 510a, well ahead of expiry.
Status and owner
Not started, submitted, or certificate on file - plus the named owner.
Certificate copy
The current certificate on the row, with prior years kept, not overwritten.
Teams running compliance tracking across many permits give List I registrations their own category.
2. When does Form 510 apply, and when does Form 510a?
Under 21 CFR 1309.32, a person who must register under 1309.21 and is not yet registered applies on DEA Form 510. This page does not cover how to complete it.
An existing registrant reregisters on DEA Form 510a. The table in 21 CFR 1309.21 shows a one-year period for all four List I activities, so a 510a comes around every year.
21 CFR 1309.22 treats the four activity groups as independent, and 21 CFR 1309.23 requires a separate registration for each principal place of business, with some exceptions. For tracking: one row per site and activity unless advisors say otherwise.
21 CFR 1309.32 says DEA sends renewal notices by email about 60 days before expiration and that registrants must keep their portal email current. Fees, exemptions, and controlled-substance forms are not covered here.
If the same company also holds a controlled-substance registration, keep that on DEA Form 225 tracking rather than merging it with the List I row.
3. Why tracking Form 510a renewals matters
A yearly cycle returns quickly, but often after the person who handled it last time has changed roles. Four patterns come up:
The reminder goes to one inbox
DEA's notices go to the registration email. If that person leaves, nobody sees them.
Sites expire on different dates
A March site and an October site renew months apart. One company-wide reminder misses one.
Activities get bundled
An importer that also exports can end up with one row standing in for two registrations.
Chemical lists change
New products can add chemicals. A stale list on the row hides a gap to raise with advisors.
4. Who needs to track Form 510 and 510a records
Any business that holds a List I chemical registration for one or more sites, and the people who answer for it:
Chemical and drug-product manufacturers
Plants making List I chemicals or products containing them keep a row per plant.
Chemical distributors
Multi-warehouse distributors hold the most rows and staggered dates.
Importers and exporters
Import and export are separate activities. Shipment permits get their own rows.
Regulatory affairs
Whoever files the 510a needs reminder, status, and certificate in one place.
Compliance leads
One view of which List I sites are renewed and which are open.
Learn MoreWarehouse and EHS managers
Local owners who keep the certificate copy current.
Learn MoreDEA rules exempt some activities from List I registration. Whether that includes you is a question for counsel.
5. What happens when Form 510a records slip
The usual failure is quiet. A regional warehouse has no expiry logged, a 510a sits at "started" for weeks, or the new certificate lives in someone's downloads folder while head office assumes every site matches the main plant.
DEA's registration page states that federal law prohibits handling List I chemicals under an expired registration. Renewal and reinstatement rules in general are summarized on DEA registration expiration tracking. This page asks which List I row is due, who owns it, and its status today.
A site with a current Form 225 registration may still need its own List I row, and the reverse is also true. Keep Form 225 renewals, biennial inventory dates, and Form 510a renewals on separate rows with separate owners.
6. How Remindax tracks Form 510 and 510a renewals
Remindax is a date, status, and document tracker - not a DEA portal. Log each registration once and Remindax watches it every year:
One row per site and activity
Form 510 baseline and each yearly 510a, with chemicals, expiry, and window reminder.
Reminders to more than one person
Email, SMS, and WhatsApp to the owner and a backup, so the alert does not depend on one inbox.
Certificate copies on the row
Upload the new certificate when it arrives. Earlier years stay attached.
Multi-site status view
Filter by location, activity, or status to see which sites are renewed and which are open.
Remindax does not file Form 510 or Form 510a, connect to DEA systems, confirm a registration, or decide which chemicals need one. It keeps what your team enters and reminds the right people in time.
7. Why spreadsheets fail for List I chemical registration tracking
A shared sheet works until its builder leaves. Then expiry cells go blank, certificate links point to a private drive, and nobody knows whether "renewed" means submitted or approved.
- xOne row for the company instead of one per site and activity
- xList I and controlled-substance registrations mixed together
- xCertificate copies saved in personal folders
- xNo alert unless someone opens the file
- xStatus left at "in progress" long after the deadline
- ✓Separate Form 510a rows for every location and activity
- ✓Expiry, renewal-window reminder, and status in plain view
- ✓Certificate copies stored on the record, year after year
- ✓Owner and backup alerted before the date your team chose
- ✓Email, SMS, and WhatsApp reminders
8. Key takeaways
- ✓Form 510 is the first List I application. Form 510a is the yearly reregistration.
- ✓Track one row per location and activity, with expiry, reminder, status, owner, and certificate copy.
- ✓Back up DEA's renewal emails with internal reminders to more than one person.
- ✓Keep controlled-substance registrations, inventories, and trade permits on their own rows.
- ✓Remindax tracks and reminds by Email, SMS, and WhatsApp. It does not file or give legal advice. Free to start.
