1. What is CSOS administrative certificate tracking?
Under 21 CFR 1311.20, each registrant designates a coordinator who is involved in the issuance, revocation, and changes to the organization's CSOS digital certificates. DEA's questions page allows one Principal Coordinator and one Alternate Coordinator for any one DEA registration number. Tracking means logging who holds each seat, when their credential was issued and ends, and who backs them up - then reminding the right people before a gap opens.

2. How long does a CSOS administrative certificate last?
DEA's CSOS Certificate Support Guide describes administrative certificates as valid for three years from the date of issuance. That clock does not follow any registration end date.
The same guide says a coordinator is issued one administrative certificate regardless of how many registrations they coordinate, and that it carries no drug schedules and is not tied to one registration. One lapse can touch every location.
DEA describes it as a credential for digitally signing communications with the Certification Authority, such as revocation or renewal requests - never controlled-substance orders.
DEA's current questions page lists four coordinator roles and says the Administrator Principal and Administrator Alternate roles have portal access but do not receive a certificate. Record what your coordinator actually holds, and confirm with DEA.
If your coordinator holds an administrative certificate, nobody else's renewal moves its end date. If they hold a portal role without one, the date to watch is the handoff.
3. Tracking a CSOS coordinator change
A coordinator change does not wait for a renewal cycle. As amended effective November 3, 2025, 21 CFR 1311.20(b) says that if the designated coordinator changes, the Certification Authority must be notified immediately, and new coordinators complete the online application. DEA's 2025 final rule also states that coordinator applications require approval by the registrant. Your tracker does none of that - it makes sure the change is noticed, dated, and owned:

4. How an expired or orphaned coordinator stalls approvals
The coordinator sits upstream of everyone else's credentials. Under amended 21 CFR 1311.20(c), the coordinator informs the Certification Authority of certificate applications, renewals, and revocations for the registrant's users and approves applicants for power-of-attorney certificates. DEA's 2025 final rule says coordinators use the portal to approve or reject new power-of-attorney requests and certificate renewals, and that approvers receive email notifications of pending approvals.
So a coordinator problem shows up as a buyer whose renewal sits pending, or an approval email landing in the inbox of someone who left. If that wait runs past a signing credential's end date, the buyer may be facing a new application instead of an in-time renewal. DEA guidance describes the administrative certificate as the credential for signing those communications, so an expired one can stall the same queue.
Nothing on the DEA registration record changes when a coordinator leaves. The gap appears only when someone needs an approval. Review the coordinator seat whenever staff change.
5. Administrative certificate vs. signing certificate
Different credentials, different clocks, different rows. A signing certificate is issued per person and per registration and signs electronic orders; it ends with the registration date it was based on. The administrative certificate is one per coordinator and runs three years from issuance.
